Tanky CC toplaners are generally playing a war of attrition with their opposing laner. They want two things: one, time to build up resistances and two kick you out of lane by constantly hitting their spells and slowly healing due to
There are two ways to approach versus these tanky toplaners:
1) Take a tanky toplaner yourself, preferably one that can also sustain well. This will turn the top matchup into a wet noodle fight, were basically the first to run out of mana/resources will recall. You should both get tanky at the same time and endure the wet noodle fight. There are a few champions that can generally do well in these matchups by nature:
Your worries in these lanes are two: one, if you mess up early the enemy laner might get tankier faster, meaning they get to harass you for free and win attrition battles, giving them the advantage. Two is that high CC tops are great at setting up ganks for junglers or midlaners due to their sheer lockdown, so you should be careful when shoving.
2) High early damage champions + strong snowballers: these are generally champions that can handle attrition battles and force the tanky toplaner out due to sheer early damage, when their resistances are at their lowest.
The issue with these champs is that, in general, they need to snowball in order to be relevant (some more than others, granted) and, if they don't, they become easy to gank due to the tank's CC or become flat out unnable to handle the tank's engages.

Apart from the items Levas mentioned, you can also think about the champion you're going to play.
Finally, if you opponent has single target CC (which basically all of them have), you can get them down with the help of a gank. Just stay out of range, farm safely and wait for your jungler or mid laner to help out. They can't stun the both of you.
