Some top laners like Fiora have ways to counter certain abilities as well. In general, it's easier to play tanky champions against people with CC because they won't damage you as much during the brief time that you're stunned.

Your worries in these lanes are two: one, if you mess up early the enemy laner might get tankier faster, meaning they get to harass you for free and win attrition battles, giving them the advantage.
