Permanently reducing skin prices is bad. They only did that because those skins cost more than newer skins while not looking any better or containing anything special. They only did that to make people purchase skins that noone otherwise would.
The double IP/EXP weekends were to celebrate LoL winning awards in competitions. There has simply not been any more competitions since then, but I'm sure they will do another one if they win anything in the future.
Great comic. Laughed at a few parts. Your point about making it much harder to earn IP is good too. I think that they should increase the IP gains somewhat. It's just way too tedious to farm right now.
