So what I do is just spam my E button as I chase the enemy while constantly right clicking them, this usually maximizes auto attack and makes sure your Es are being spammed on cooldown
With full items (Rylai, Void, Rab, Liandry, Seraph) Hextech Gunblade and Taste of Blood healed in average 190 hp on hit (Q+E). And that's Raveneous hunter was not in place (can't have 5 bots in practice tool).
And as a bonus Gunblade helps to kite and chase enemies.
Perhaps you could try maxing Q first instead of E, the speed increase should hopefully help you dodge his E and since it has longer range than his Non-E abilities, you should be able to easily harass him from a safe distance.
Alternatively, go the RoA/Rylais build early, making you too tanky for him to solo kill in lane without help from a jungler.
If all else fails, just focus on farming, leave your lane if you have to (since his pushing isn't that great early on), go help other lanes, and farm the jungle. I know its not popular opinion, but its OK to leave your lane if you are losing. Giving up your tower but getting kills in other lanes and keeping up with farm is definitely a good trade off. Like I said before, you are MUCH more valuable late game, so if you can make it there without feeding him, you will come out on top regardless of how laning phase went.
