So what I do is just spam my E button as I chase the enemy while constantly right clicking them, this usually maximizes auto attack and makes sure your Es are being spammed on cooldown
With full items (Rylai, Void, Rab, Liandry, Seraph) Hextech Gunblade and Taste of Blood healed in average 190 hp on hit (Q+E). And that's Raveneous hunter was not in place (can't have 5 bots in practice tool).
And as a bonus Gunblade helps to kite and chase enemies.
Just some questions to ask.
Why haven't you mentioned Ghost as a secondary summoner spell. I think it should be the go to secondary spell with Flash not ignite. Cass has a lot of damage already and I think ignite is a bit overkill. Ghost can allow cass to chase and kite enemies while being safe as Cassiopeia has no escape ability. Any reasons why ignite is prefered over ghost?
Another question. Which is better to start level 1 on Cassiopeia in lane? Q or E? I feel like I like to take E first to help CS better and poke the enemy but what is your opinion on this?
Finally, how effective is Liandry's on Cassiopeia? I feel like the burn damage from Liandry's synergizes with the poison damage. If it is good choice then when should I get it on her? WOuld it be in combination with Rylais?

Whether to start Q or E is a heavily debated topic. I tend to start Q because I like to scout out bushes for early invades (if you land Q, it shows a buff on your bar, indicating that there is someone in that bush!), but starting E for the reason you stated or if an invasion teamfight is imminent is still a great option. Either way, level 1 doesn't last long at all, so the difference it makes is pretty small.
Liandrys has always been a great item on Cassiopeia. That being said, I rarely buy it. This is because it just doesn't offer the same value other items do. When should I buy it? Before the Rylai's? probably not, since I need the tank and the CC is incredibly powerful on cassiopeia, before the morellonomicon/Roa/Seraphs? No way, she can't sustain her mana without these items. Before the abyssal/void? Maybe, but these two items offer more in turns of raw damage. Ultimately, the reason I don't buy it often is because I can't find a lot of scenarios in which its better then other options. Is it a bad item? Hell no, its amazing on her, but it really only shines above all the other options when up against heavy tank teams, for example.

In short, RoA is a great item on Cassio, I personally don't like it in mid lane, but its definitely a good option. I think the build is a little slower, and lacks CDR, so it's definitely late game oriented, but its still a great build.
And yes, cassiopeia can be played in top lane just fine, and I would run that tankier version of her build like Corp does.
