I would only consider that if you have a mid taking Rylai's early or another champion on your team that can apply aoe cc often, none springs to mind but Rylai's early is super important.
With other champions that have (AoE) CC ->"Movement Impairing Abilities" on the team it would make sense, yea. I am definetly gonna keep that in mind when playing AP Supports in future!
This also show that it's better, especially for me, considering that eventhough I do have
