However, I no longer really use the first set of runes proposed. I prefer by far Hail of Blades (set #2), although it requires more experience on the champion.

That Hail Of Blades build looks interesting. I can't find any info about it in your build. I'm going to try it out now (I have about 600k in Tahm), but is there anything you think I should know? If not, thanks anyway and thanks for the guide.
You can check the rune set #2 for more info about Hail of Blades. My item optimization is the same as the set #1, this is why there is not any other information in the guide.
You do not really need to build more attack speed, Hail of Blades is enough to get your 3 stacks ! I suggest you to Q-Basic-Basic-Q-Basic-Basic-W-Q this way, you first slow the enemy to get in range, then get 3 stacks, land a stun, 2 basics while he is stun, Eat him, wait for your Q to get back and then Q him when you spit him out.
You can pretty much kill anyone early game with this combo !
To answer your question, the Tahm Kench Q should be used to engage, mainly in lane. Considering its mana cost, it should not be spammer. Indeed, the mana cost for a chance to kill the enemy requires Q-BasicAttack-Q and W. This represents a good % of Tahm Kench's mana reserve. In addition, you must keep a minimum of 90 mana to use your W (Devour) in a bad situation.
However, I often see Tahm Kench use their W as soon as the enemy has 3 passive stacks. But in most cases, it is preferable to keep the stacks on the enemy in order to land several consecutive Qs (since the stun does not consume the enemy's stacks).

First of all, it's been a long time since I played Tahm Kench top, but I think it really depends on the meta.
Tahm Kench is really powerful against tanks because of his W which makes %health. However, he can quickly fall behind against some aggressive champions.
However, with Hail of Blades, I believe that Tahm Kench top is much more viable than before. The important thing is to use your ultimate and teleport correctly. Do not hesitate to TP Bot, back to base and ult top back again.
I consider Tahm Kench to be a much better support than Top laner, but I think it is a good situational pick on toplane.
I used to run 20%+ attack speed with the old runes system. Now I think there is a lot of good stats that Tahm Kench could definitely use. I don't think you should go for an attack speed item (maybe boots in some cases, but very rarely).
But it is true that Tahm Kench heavy CC relies on attack speed for getting your 3 stacks. I think it really depends of your playstyle. 10 to 20% is usually enough to surprise enemies team and devour them :)

Personally, I find myself needing more speed in a lot of situations where I could have secured a kill for the team, but they managed to get away because I just couldn't keep up, so I've been trying out Magical Boots and Inspiration as my secondaries

I definitely agree there. I tried out both the domination runes and using Approach Velocity with Magical boots, and both of them were really useful for their own reasons.
Personally, I found myself constantly needing to be near or helping my ADC, so having the ability to slow a target and then get just that extra bit closer to them was pretty helpful. But I ended up sacrificing vision just for some kills that were right in front of us.
At the end of the day, it really does just depend on what you prefer, so I'll have to do a bit more testing, but I like them both. Thanks for answering!

It's a build I used when I played Tahm Kench mid or to have some fun with my friends in normal games as support. If you are looking for a more aggressive build, I recommend you read the comment below about a runeset that uses Hail of Blades.
Exhaust is usefull in close combat with the enemy in order to devour him or simply block ADC damage. With this build, it is pretty easy to 1v1 of any ADC, although it is much more a build for fun than for performance or climbing the ladder.
