Chilling/Runic Echoes
SorcBoots
Zonya's
Spellbinder (to get the MS I miss over your build due to the MPen boots)
And started Rabbadons by the end.
Major differences I made was picking the Inspiration runes primary and sorcery secondary, picking
KEYSTONE: Glacial Augment (for the slow to keep enemies from getting away)
Perfect Timing (obv)
Future's Market (to get Zonya's and other items that tiny bit faster)
Cosmic Insight (for more ult in your ult)
Ultimate Hat (obv)
Transcendence (since my items don't give 40% CDR, though I consider Celerity as well and then Approach Velocity over Cosmic Insight)
I basically could more or less push that sweet R all the time, making team fights nearly impossible to win against our team.
The lack of tankiness in the enemy team allowed me to go very squishy myself and just rely on them dying in my storm during Zonya's. Or dying before they manage to focus me.
I'm happy to hear that this guide helped you in some way. Fiddlesticks was one of my first junglers when I first started and is still one of my favorite champions. With regards to your question, I do talk a little about it in the comment to the ability section. Also thank you for drawing my attention to the fact that I forgot to explain the Abilities in a bit more detail in the main part of the guide, I will add that in due time.
Now to answer your question, since fiddle is a jungler he needs to rely on CC to set up a fight or gank. Maxing your Q increases it's duration and in turn helps you gank in the mid game. Also, since you gank mostly with your ult, the longer you can keep someone in your ult the better (It deals a lot of damage, like seriously XD). Your E on the other hand is more often than not a once off bounce since it doesn't target the same person twice unless they are a drain target or all other bounce targets have been hit by it once already. When jungling, the base damage on your E alone is fine because you still clear the jungle pretty fast while taking next to no return damage. Also, your Q has no additional mana cost as you level where as your E does. If you feel you aren't able to clear fast enough, maybe put a second point in your E early but leave it there. The silence is handy but not as important as the fear in my opinion.
I hope this answered your question or at least gave you a better understanding for my skill order. I will be sure to add in a section explaining abilities in detail in the near future.

Nice guide for fiddle, but I have some questions, I am not a fiddle main so feel free to answer me with consturctive critcism.
1.- Masteries
You wrote that:
2.- Isn't it better to make the chapter: "About myself" the last one? It is good to say a word or two about yourself and your experience with fiddle but the main reason people are clicking on the build is because they want to find out how to play with fiddle.
4.- I don't know if you can, but if you do it would be good to upload some gameplay with fiddle. I personally remember better when I see the things in action
Hope this helps :)

Thank you so much for your feedback. Just let me start of by saying that this is quite an old guide so please do know that I am working on updating a lot of the content.
I unfortunately can't record game play of fiddle jungle due to various limitations and finding game play on youtube that would showcase the type of fiddle play you need is very rare since he is such an off meta pick(Will try to find some up to date stuff though). Although, that being said a lot of fiddle's core play style hasn't changed so you can still learn a bit from watching a high elo fiddle player.
The thunderlord's decree was back when it was the go to keystone for almost all champs due it being highly overpowered. At the moment, I would still prefer it on fiddle over deathfire touch because it gives you access to the extra 5% cdr in your skill tree which is very useful on fiddle. The damage it gives is still nice for single target dps you just need to make sure it proc's on your main target. You can go deathfire if you really want to.
Lastly thank you for pointing out the runes, being new to guide writing I tend to forget the small details like making sure runes are the correct Tier.
Thank you for your comment and your contribution to making this guide ever better ^^

I'm glad you liked the guide. I must say Liandry's fits my play style on Fiddle so I tend to get it more often than others. If you are going to build Full AP then I would say it's not a core item because a void staff would be better in that case. If you are going for a slightly more tanky build like where it is shown then it is very useful.
The thing is that since fiddle has such high base damage he tends to struggle against tanky targets. The %hp burn in liandry's passive along with the reduction in MR just add to your damage. Additionally, following this itemization means that squishy targets have even less MR and almost take true damage from your abilities. I mean the base damage on your ult over the full 5 seconds is over 1500 damage (325*5) so building slightly tanky is an option for you.
Thank you again for your comment and I hope this helps you a bit in understanding the itemization I've recommended.

I would especially focus on item build paths and what to do/get vs different enemy champions. For example:
Have you considered starting with a

Why are there no
