What can you say about it?
If you plan to go Rhaast, then after you transform it'll be completely inferior to fervor of battle in most situations.
TLD always helps to get kills in the early game, but you don't always need to get kills. Just pressure/damage to transform is often enough.
However, Shadow Assassin is all about burst (like zed) but also makes even better use of it thanks to
Today only I did 2 FBs just due to TDL, else enemy can survive with low hp

I play a lot of Graves, and back when TLD was the meta keystone for him I would 100% understand my power and damage potential to kill targets. When the keystone switched to SRS, I missed out on so many kills because I simply didn't have that extra 50-100 damage from TLD.
However, once I got used to the proper playstyle of SRS, I could understand why it was superior. I think it's the same with Kayn. The amount of extra damage you get pre transform is about an extra auto attack, but with SRS you can get an extra attack in thanks to the movement speed.
Also, to be honest you should always know which form you plan to take before the game starts. I pretty much no longer take SRS on Kayn simply because I always build my runes around each form. However I do occasionally take it when it's a game where "If I snowball i'll go SA, and if I don't snowball i'll go rhaast"
