Maximum CDR patch 8.11

Hi, please i have question what is the best runes to achieve the maximum of CDR in this patch 7.11, in patch 8.10 i could reach 63% cdr.

Not that it's a good build on anybody, but in theory there's that.

i used to go sorcery with ultimate cdr and 10% cdr after lv.10 now ulti cdr is removed so.

Technically ultimate cool down has not been removed.
It has just been moved from to .
So as @ Hamstertamer mentioned, you could take now instead of and still get the same amount of cool down reduction as before.
The only problem is that now would have to go in to the tree, instead of just for getting the most amount of CDR.

To get the best out of your CDR focused build, you should take rune from . Because you will be leaving out some key damage items the conversion from cdr to AD or AP is really very crucial. Then you can still take from or from the depending on your champion.
