I never knew that
thank you for telling me that but i still think that the site gives u a -1 secretly so that you dont get 100 percent right after 1 upvote

No, thats not it. If you hoverover where the percentage is shown, it tells you that the system is calculated using a ture Bayesian estimate. It weighs scores fairly based on total number of votes. The more votes your build has, the more accurate the score will be and the less it will be weighted.
If you wonder how the Bayesian system works, go divulge into more info via google ^^

Yea, just starting off, the guides usually have like a 57% approval and it continues to fluctuate a LOT until you've gotten more votes.

The scoring on this site uses what is called a "Bayesian Average" scoring system:
http://en.wikipedia.org/wiki/Bayesian_average
The more up-votes you get, the closer you approach to 100%. However, it will never be possible to get 100%. This is to prevent scoring inaccuracies. A guide that gets just 1 upvote and no downvotes would be considered at 100%, but that doesn't make it any better than a guide with 95 upvotes and 5 downvotes. The Bayesian System makes it more reliable.

the websites gives you a downvote so that it will make you 50 percent 1 up 1 down so a gudie can never have 100 percent that is why on newer guides there will always be a -1
