Volibear was meta not too long ago. He is also in a very playable state, especially in lower Elo games. Shyvana only comes up when some items are overtuned / overlooked on her ( Enchantment: Devourer/ Wriggle's Lantern) or when a niche build is made up for her (AP toplane).
He was meta in *one* patch (8.4) where they absurdly overtuned the CC on
Sky Splitter so it was pretty much an Orianna ult.You can turn any non-viable kit viable by mindlessly over-statting it. But that's horrible design.
