The definition of "best jungler" is NOT purely based on speed. That's a complete fallacy.
Karthus is one of the fastest, if not the fastest junglers in the game, especially if he starts with a blue pot and full ability power runes. But nobody ever does this. Malzahar could take down the Dragon in less than 4 seconds at level 4 before Dragon and Baron were buffed - yet nobody did. Why? Jungle speed isn't about everything.
What determines a good jungler is the following criteria:
-Speed (again, this is just one of the criteria)
-Health level while jungling
-Ganking ability (this one is huge)
-Sustainability
-Flexibility to different routes
-Vulnerability to counter-jungling
-Ability to counter-jungle
-Ganks dependent on skills
Shaco is one of the best jungles in the game because he can clear red extremely fast, counter-jungle effectively, and gank at level 2 with only JitB, red buff, and Deceive. Nunu is one of the best because he can counter-jungle so well, start with just about any item, start at numerous camps, and have a permanent increased movement speed buff on two people as well as a permanent slow.
Fiddlesticks may be a fast jungle, but he's incredibly dependent on blue buff. If they gank him there, he's basically screwed. If they counter-jungle him, he's screwed. He's the slowest character in the game and has little crowd control compared to the likes of Udyr, Amumu, and Rammus. He doesn't do that much damage either outside of the jungle.
And even if you were to jungle with him, always take Smite.

0_0, ok i get what you are saying but i don't get the always take smite part, i find it a rather useless skill on fiddle as i'd rather have speed+flash or slow+flash then smite(basicly useless at lvl 12+, especially on champion fights) and fiddle's rather quick jungling without it.
Another reason i don't take smite is merely for this reason: Why would i give away that i'm going to jungle when i don't need smite, seems kind of stupid.
