You have enough wave clear from Titanic Hydra, if you are behind then you can get cuz it's also offers small wave clear some hp and armor and cost 750g less.

Not the worst item on Shen but since Shen got really high base damage and built-in slow and dash/taunt on abilities there is no need to buy Black Cleaver on Shen. Additionally Shen is more like tank/utility champion not fighter you are already buying Titanic Hydra for damage, wave clear and hp if you want to get another more offensive item get Wits End when they got at least 1 AP champion in enemy.

Probably you will never go for precision as second tree anyway but Pressence of Mind gives you additional 50 energy so its basically free W ( cost 40 energy ) and only leveling up Q cost energy is getting lower W and E are on the same energy cost while leveling them, also if you get kill or assist you will get 20% of your energy refunded so it's really good in teamfights allowing you to not worry about energy for X spell. As a tank tenacity fits good to Shen. However Triumph instead of Pressence of Mind and Last Stand for Tenacity are also ok choices, it's more like personal preferences.
