Well Riot is not wrong when they say that 
Rammus and Malphite counter Master Yi. They have cc and innate armor that causes him to basically int if he attacks them. I don't think Master Yi is all that good in the first place, he's only really good when he's played in low elo where players don't know how to abuse his early game. I don't think Master Yi necessarily needs buffs, he's a good champion for beginners who need to learn about farming and scaling, but he's not as broken as you clearly think.
Jhin was the top tier adc for patch 10.24 and may continue to be the top tier adc in 10.25. He was/is that because of his flexibility for crit or lethality, and his lethality build gave him insane amounts of damage. I'd also like to point out that in lower elo that are going to be more bad Jhin players than good ones. That is why they are in low elo. However, in high elo Jhin has been permabanned recently because he is actually OP and there are players that are good enough to play him well.
I'd also like to say that I know these things not only from personal experiences but also from others experiences.

Its also been said that jhin is the top tier adc ....
Reality says hes really bad though, but again ... unpopular opinion because the opinion being told to everybody is "OMFG JHIN TOP TIER!!!!" nevermind the fact you've ALL seen more bad jhins than good ones ....
