I disagree with your statement here.
I've used the report button a decent amount and while generally, I may not get a result from it every time, I do get a result sometimes. Even though it may not be filtering out the people who are justifiably reportable by punishing all of them, at least some of them are getting punished, and that's what matters.
Also sometimes people just have a bad game, or a bad day, and that turns into toxicity, or inting, or sometimes even leaving, depending on the situation. I'm not saying these actions are warranted, but if they aren't being presented consistently in the game, then the leaverbuster and punishment code is not going to punish.
Also the report function helps some people just by being able to report someone. If they had a bad game with someone committing these offenses, then by reporting that person they might already be on track to feel better after that game. I know sometimes it helps me.
Finally, I'd like to point out that plenty of people get punished for gameplay violations. Going AFK or leaving is a gameplay violation and I know many people have gotten punished for doing so, especially after getting reported.

The only good argument you make is that it makes you feel good that you had something you could do, in which case there should be a "Never play with again" button instead, since it would ensure you never play WITH the troll ever again but it wouldnt give trolls the satisfaction of reporting somebody who called them out on their trolling anymore.

Think about it, what good is the report function? Nobody ever gets banned for gameplay violations only chat violations and theres already a tool to control chat violations ... its called mute
