Tear takes a little longer to get going (for Seraphs), so skip it if you have an early game teamcomp and you need to close out games quickly. If you need it for constant waveclear and games are focused on farming, pick it up early. It can be a preference pick, as some high elo Taliyah mains pick tear regardless of teamcomps.

The shield from Seraphs is a nice defensive option, if you won't be picking up a Zhonya's.

The meta seems to be focused on early game, so tear just slows down your powerspike. Almost never need a tear if you're jungling. Hope that helps!
