Hello!
I don't use on Ziggs and I don't recommend it to you for several reasons:
1. allows you to deal more damage on the lane, thereby you can quickly force the enemy to return to base.
2. gives little gold, so the gold you get while the enemy is not on the lane will be more than gold with .
3. Without a and together, you will quickly run out of mana, and this is very bad for Ziggs.

I still think alacrity is kinda suss, if u wanted better cs, i think it'd be better to just go atk spd rune. If you want pom, would coup not be a better option?
