Secondly, and by the same token, you don't get the best item for Veigar: Deathfire Grasp. It does a percentage of health with it's active and scales up another 3.5% for every 100 AP you have. You can't go wrong with that item, especially when it typically does half of someone's health. Unlike what you said in the build, Deathfire Grasp is not that good against enemy tanks stacking magic resist because it's active is also affected by magic resist. If there is, for example, and enemy Galio on the team stacking magic resist (which is what he does best), you shouldn't be anywhere near him unless you and a couple teammates are trying to chase him down. However, against an armor stacking tank (i.e. Rammus) Deathfire Grasp is amazing. Late game, you can kill pretty much any carry on the enemy team with just Deathfire Grasp and your Primordial Burst. No stun needed since neither are skillshots. This item sychronizes so well with Veigar because it has a 60 second cooldown, with is very close to his ultimate cooldown as well, meaning everytime your ultimate is up, so is (or should be) Deathfire Grasp. It is too good of an item to pass up. Like I said in my guide, it's like a second ultimate on a 60 second cooldown.
Lastly, why do you have any points in Expanded Mind. It is the worst mastery in the entire game. But you say "Because I get Archangel's Staff". And I say, "You don't even need Archangel's Staff if your team is competent enough to give you blue everytime it's up. Plus the Expanded Mind bonus of +2.5% of your base mana pool is extremely small considering you're burning two points on it that could be going into making that Baron buff or blue buff last 30% longer."
