On Dps champions, I only go down to Armor Pen on offense, and rest on utility if solo lane champion, defense for laning champion.
On tank is when I go fully down to 21 on defense, and rest on utility.
On AP champs, Magic pen and utility.

The last point in defense is generally the best "ultimate" mastery. The utility one is not far behind, the worst one is the one in offense as it doesn't scale.
