Twitch is squishy as hell and akali is easy to shut down with any CC (his fear in this case). I don't feel any argument coming from this.
He's hardly OP at all.
He is at his weakest when he is jungling early on. If your enemies are good at counter jungling then you should beware since you'll be shut down hard.
I know this from experience. They constantly warded red and ganked me twice at it. I was still second best in the team with 4/8/4 because of playing with morons..

Umm both Nocturne and Irelia have the same problem
They are too good at what they do
I've only had a single negative KD with Nocturne so far and that was 3/4/6 because my mate playing Renekton went 21/0/6 so XD
I'm pretty sure I've already said his Q spell is far too tough and his fear has far too long a leash, I mean yesterday I rocket jumped away with Tristana and STILL got feared
And he is weak in massive team-fights, but his ult prevents that from being a problem. He simply presses R once the team-fight is halfway done and cleans house.
He is like Master Yi except he has a teleport instead.
Although yesterday was funny
