Yea, it can help a more pushing centered tactic and would be good for more versatility in the game.

Too restricting.
Every spell should be viable and not OP even if all 5 people use it.
That's why Promote was removed, but not Fortify, Teleport, Clairvoyance, or Ignite. (lol if anyone ever does a full Clairvoyance + Flash/Ghost game, please record, and show me)
People could group up and do Promote pushes from the beginning.
Making it available to only one person per team would be balancing, but it would also be inconsistent with the game, and unfair to however is left with the responsibility of using it.

You didn't read the thread.. Make it castable ONLY on siege minions and you'll have max 1 every 3 waves and 1 every 2 waves after 35min.

Its not useless...even with my nerfed version it can be very helpful in taking down a tower early or mid...late it becomes a little less useless but at that final push if someone drops rally you can drop tower pretty fast.
