Abssyal scepter is great for Shock Wave because the lightning emitting from it will do more damage and the ability itself. I've managed to kill someone first thing with the passive from it in a teamfight.
Frozen Heart is CDR & Mana, but then it lowers the attack speed of enemy champions. Without it, Blitz can have a hard time surviving AD.
Rageblade is a good way to start off plling people in to your team from their turrets.
After grabbing them, you have Powr Fist which stacks up to 2, and thn 3 with the punch.

look positive when you are in push you destroy de tower quickly with this attack speed and movility to escape in case of gank.
I have a suggestion for your masteries which I'm trying. Your items give you 35% CDR and you get 3% CDR from Offense, so for Utilities you only need 1 point in Intelligence, 2%, putting you at 40%. That leaves 2 points to spend on Greed, Meditation, or Insight. With the expensiveness of the build I'm going with Greed and Meditation (not guaranteed to have mana using partner for Insight, can always change quick before match starts).
-edit- Could always put both in Utility Mastery instead, especially if you don't have a jungle. I'm sticking with Greed/Meditation though.
