The HP part of rylai's is pretty useless, but the utility it provides with the slow isn't. I might have to add that getting Q or E first is a matter of preference. I simply prefer E first for the level 1 nuke, farm, and scout.
I can understand getting Rabadon's over RoA I guess but Rylai's wont be necessary either if you dont plan on ever getting hit. I still firmly believe getting Q before E because of its several capabilities for escaping and binding, and if they're mia at level 1 they're waiting to gank and you should not really be going out anyways unless its just your lane missing. If you have a guys jungling you should be hiding in the bushes at entrances to the jungle with your whole team unless they are all in sight of you or your towers. Also you might want to add for when you get to later game magic penetration is great because your lazer does so much damage most players and tanks will grab some magic resistance.

You don't face check the bushes with your E, but rather you throw it into the bushes to check for ganks and other things. This is useful for those sometimes random level 1 teamfights that occur for your jungler. RoA takes much too long for it to prosper for the price. I feel that Rabadon's works better due to the cost:AP ratio and in the time it takes for RoA to prosper, you could be sporting the 155 AP rabadon's gives you and moving on to CDR. The HP from RoA also seems like a waste, as you shouldn't be that close with Lux, ever.

I have found that getting Q before E works better because playing as Lux you will be in mid or with a less squishy character and you will never be head checking bushes you let your allies do that and using your stun on enemies for the kill or letting allies escape. Also I believe Rod of Ages is a better choice then Rylai's while playing as Lux. I'm not going to cast a vote until I try the build and see what your thinking about what I pointed out.

Never start out with rabadons BADDD!!!!!!!!!!!
I know it may seem so to start out with Rabadon's on a caster like Lux, but it really gives her the damage she needs early game. You could build something with more utility if you feel that you need it, but in most early game situations, the farm is strong enough for a rabadon's to be rushed.
