Hmm... Pretty sure that MrP/ArP is calculated like this = AR/MR reduction (Black Cleaver, Fiddle passive) -> Percentage reduction (Void staff, Last Whisper) -> Flat penetration (Runes, Ghostblade, Sorc's). And so it actually makes sense to build both percentage and flat. It's percentage + reduction that doesn't make any sense. So it should be either take Reduction or Percentage Pen. Correct me if I'm wrong as I'm not 100% sure.
%Penetration yields lost bonuses when combined with ALL other kinds of reduction/penetration.
