Locking out the other guide authors of the same champion from voting.
That's like a politician locking out all the other politicians.
Not the brightest method I've seen. o.o

Yes, but it would stop all those stupid downvotes that are cast just because the person himself has a guide.
"We've had a few gloomy years with bad console ports, and what do we get in the light at the end of the console-tunnel? A tablet OS ported to PC." - Atlas Tasume, on Windows 8
I agree with it and I already suggested it before. It's obvious what they're opinion is, they have a whole guide about it. Anyone with half a brain already knows someone likes his own guide more than he likes others'. If you want to comment and help improve other's people's guides, even if you have the same champion, go ahead, but voting is just stupid IMO.
And Jun, it is exactly the opposite as what you said. When you're electing someone you choose who you vote for, only one vote. Obviously any politician will vote for their political party. That would be the same as having you only upvote your guide and not vote on the others.
If I go look at the other Janna guides right now I'm sure I'll downvote each and every one of them. Why? Because obviously, I think the way I build Janna is better. Do I need to vote in order for everyone to know it? No. Will it only hurt other's guides and not allow fair competition? Yep.

2) Give user the option of being anonymous to prevent revenge downvoting.
This is the idea i'm more interested about, but this could also be abused.
Good Point:
You have stated this point and its to stop revenge voting, that its unfair just cause you downvoted there guide. They'll do it to you whether its good or not, so anomynessly voting will help stop it.
Bad points:
People can abuse this by any means to just troll you, whether you can handle trolls or not theywill use it to post hurtful things and you can't find out who you are.

Not really getting your analogy here :S

Yeah, if they are posting hurtful things you can report them... Most likely though with C2V removed, the only anonymous commenters are going to be the ones who want to give you feedback and tell you why they disliked your build, but don't want you to revenge downvote them just because they gave their opinion.
You need to log in before commenting.
1) C2V removed, however every time someone votes on a build they will be prompted and asked to comment with a box with something like: "The guide maker would like feedback on his/her build, would you like to comment?" Y/N.
I would really love to see some more reasons why downvoters disliked my guides, and I think this could be a good way to achieve this.
2) Give user the option of being anonymous to prevent revenge downvoting.
3) The one I am the least sure about.. This would disable the option to vote on a guide of a champion you have also a guide out for. So for example someone with an Ashe build can not vote on another Ashe build. This prevents downvoting other guides to boost theirs, which I am pretty sure a lot of people do. To balance it out, upvoting would probably have to be disabled too.
The thing I will probably hear the most about this is "But it's still their opinion, they disagree." I don't fully agree with any of the other builds besides mine because... Well, it's the one I use! That doesn't mean I go on a downvote spree and downvote all the other builds because they aren't exactly like mine(like other guide writers I'm sure do).
The other thing I will hear is: "What if I like another build? I can't reward the author for their effort?" This is a legitimate question, and I have upvoted same-champion builds as well, however upvoting would probably have to be disabled too to prevent builds from snowballing.
I just think it should be up to the readers to decide who's guide gets the highest score, not the writers of guides of the same champion who obviously think their own build is the best.
4) People who comment on your build have their vote displayed because it looks nice.
