It's a nice late-game item to further your nuking potential.
But you want lots of AP first so you can farm, stack those health points, and nuke those squishies.

That's how it should go on any champion. You need more AP than the Sheen hits for based on your base damage, so it depends on the champion when you should upgrade (I guess after 1
