Q-Lower that AP ratio a little...it's dealing constant damage over several seconds....
W-Lux's Lucent Singularity except not as useful, because you have to other spells cast around you to use it, maybe instead if 5 spells are cast around him it deals bonus damage? And again with AP ratios, AoE needs little AP ratios...
E-make it root him to the spot like Master Yi's meditate and deactivate with movement as such, especially if you intend to make it free.
R-Sounds like Kennen ult but much more OP and ridiculous. Lower that AP ratio by a factor of A LOT. Kennen's ult gets 35% of his AP. Nefarius' should be even lower, because of all that enemy CC/ally buff

I would take the Q-skill down to 0.6 or even 0.5 ratio.

Your idea with bonus damage sounds good to me. I agree also with the ratio.

I would not root him to the spot, but also not make it free. Perhaps he should lose health for a certain amount instead?!

Actually i wasn't thinking of LUX all the time. I imagined the Netherstorm more like a wall (kinda Karthus) which also deals damage. So this "wall" has a in and out direction and is not movable.
Speeding up allies, if they pass it in the right way. Passing it in the wrong direction has no causes for allies.
Though, if enemies pass the wall they get damage anyways. Depending on the direction (side of the wall) they pass through the wall they are either slowed down a little bit, or not.
What do you think?
Q-.5 would be better, you could have it scale up from 40% (1st rank) up to 60% (5th rank) too (40/45/50/55/60%)
W-mostly though it would make it a little more useful, and make him a little less like Kassadin.
E-Maybe give it a passive that grants a smaller amount of MP regen instead, and then have the active double it for a small amount of health.
R-"Storm" automatically made me think of Kennen lol and a giant AoE CC that would be SO OP. Maybe you should rename it something wall-like (Netherbarrier or something) so it's easier to understand what it does. With that massive base damage that AP ratio should be, at the most, 40%; because it's not just damage. I like the dual-directional wall idea, that would be an interesting mechanic. Enemies initially pass through the wall and they take the damage while allies' MR/Armor is buffed. If they pass back through it after the initial effect: enemies are slowed while allies get a movement speed increase. Is that how it works? It's sort of a buffed, ult-sized version of Wall of Pain, which is kinda cool. Maybe have it increase in size with every rank, but start out at a smaller size (just to balance it a little bit at earlier levels).

To be honest, id don't like the mana-regen-thing anymore.
I was thinking of a range increasing ability.
Passive: Increasing the mana regen rate for 10% while not attacking.
Active: Increases your Nether blast spell range to 200% of it's original. Also your mana regeneration stops, while this is activated. (Lasts 6,7,8,9,10 seconds)

First it was meant to be slight different, but i like your/my idea combination.
We should call it "Netherwall".
