HINT1: It is a skill, not a passive, not a Champion and not an item.
HINT2: The "I" refers to the champion that takes use of the skill.
And here's my final hint:
HINT3: The "buff" that is spoken of is Attack Speed.

I should as a very much final hint say, that the skill is from a champion that can jungle. (Narrows it down a little, lol.)
