Udyr NEEDS Ghost. He's also terrible in lane. Zerker Greaves are a bad choice to rush when you have Tiger and your passive for AS. Merc Treads are much better as it keeps him a dominant force in fights.
Gunblade is a pretty bad item to rush. Aside from that, the rest of your item build is INSANELY expensive and not optimal - you're way too squishy.
Only one rank in Bear until level 17 means that your ganks are laughable and the stun is barely noticeable.
I completely agree with the first two points, however the stun doesn't scale on level.
I have to say the skilling order is pretty terrible.
Pheonix isn't an ult btw, you can pick it up at level 1 if you so choose, and since you're stacking AtS, i don't think this is a very good tiger build.
