Is this meant for normal discussion or theory crafting =x
It really depends on what's going on in the lane and what champion I am playing.
I make a few exceptions, always go Philo first on Jarvan/Alistar, and I always get at least a long sword and Health Pots on Lee Sin if I can't afford Brutalizer yet.
With Warwick I always buy both boots and razors as soon as I hit 5 if I don't have to cover or pressure a lane.

When it comes to jungling, I almost always get my Wriggle's before my boots - even rank 1 boots, the majority of the time.
Usually though, in a lane, Rank 1 Boots > everything, then rank 2 boots > most things (unless it's as you said, with a Tear of the Goddess or something similar).
I pretty much always get boots first though, I just love the movement, and since a lot of the time, I'm playing AP carries when I'm laning, the MPen REALLY helps!
I'll usually get 2-5 HP potions though if I have the money for them after said items, they help so much imo.

I almost usually get boots first over anything unless I'm playing very mobile champions like Corki/Nidalee. I can easily purchase my Tear of the Goddess on Corki and Valk my way back to my lane in no time. With Nidalee, I can purchase my Needlessly Large Rod/Blasting Wand without needing to get boots because I can pounce easily. Again, if I'm not playing a mobile champion, I get boots first.
edit: When I do play Nidalee/Corki, my farm is real good, so I usually buy big items + boots :)

As a jungler, it's important to have boots for ganking.

Only jungle til level 6 should get madred's (and only madred's, not wriggles) pre-boots. Otherwise your ganks aren't effective enough and won't be able to snowball well enough to get back into the jungle easily.

Otherwise, you fall behind on jungle speed, as Jebus mentioned, but then, a lot of the junglers I play (Shaco/Trynd, etc) don't really rely on boots so much, as in their cases, they have Spin/Deceive to enter a lane with, and by that time they're already up in their face.
Edit: And my favourite, Trynd, starts with a Vamp. Scepter, so I may as well upgrade it into a Wriggle's if I get the Madred's too - it's only 150g.

Certain items obviously have priority over others. For example, if it comes down to buying Boots or buying Tear of the Goddess, 9 times out of 10, you want to rush Tear before Boots to get that early game momentum. Same with, say, Catalyst. But when else? On a jungler, do you want Razors for jungle speed, even if it means giving up Boots for those fast ganks?
