Galio is a tank, weather you like it or not, my friend. Tank ult, tank passive, utility in every one of his abilities that help the team. Not help you get kills. My average game with Galio is 10-0-20. Can vary though, of course. 11-1-25 was my last game. Few games ago I was running 13-1-26. All using my personal build, which I have a guide for freshly posted on this site.
I don't like this build but of course won't downvote it. Everyone builds slightly different, amirite!? Keep on keepin' on fellow Galio.
@Frightfuljester: Galio makes a great tank, there is no doubt about it. If I take Galio in ranked play, I build him as a Tank / AP hybrid. I think you're missing the point though. If you actually look at the items I reccomend (Merc Treads - obviously before the Tenacity change, Banshee's Veil, Rylai's Crystal Scepter, Randuin's Omen, Guardian Angel, Aegis), these are all tank items. I just don't think he makes a good hard tank. If you're in a ranked game, you're going to want a Rammus or a Malphite or a Shen. Relying on Galio to fill that role cripples his own ability to be an effective support, and it basically leaves you at a disadvantage to a team that has a good hard tank.
If you build with some AP in mind in addition to the tanky items that help him survive while landing his ult, he has a lot of killing power. I dont think he makes as good a hard tank as he makes an off-tank / support.
@Pajarraco: The Abyssal Scepter helps some with that, but you're right, Magic Pen is great and I would reccomend anyone making whatever changes they felt were neccessary to fit it into the build if they were running into a great deal of magic resistance.
I'm not saying Galio should be turned into an AP monster, I'm suggesting a build where you lean towards AP while remaining beefy, as in my opinion he doesn't qualify as your best option in the tank category.

This galio even with BV & GA just goes down way too quickly IMO.
Probably works well in normal games, but all that AP instead of defensive stats really makes it difficult late game to survive in team fights.

This was my first time EVER that i was NEGATIVE (kill:death) with Galio. (btw my previous 4 games were all victories using the tank build: 5/1/5, 7/7/20, 8/5/19, 2/2/26. So you can say i was experienced and given a good build i should have done BETTER or at least got some kills...)
I SUGGEST using 9 points in OFFENSE Masteries (archaic knowledge - 15% magic penetration) and get Magic penetration Quints at least, and try it again, because he lacked ALOT of damage. But i still give you +1, because your guide is very SMART, just needs some fine tuning to get some damage dealt early game. cash flow ftw! ;)
