You also get "diminishing returns" of sorts.
You don't get the "extra" 1000 mana that the Tear gives if you get both.

I'd say get Archangel's now because it gives you substantially more mana than Manamune does (something like 600 more) and the AP helps more than the AD will in fights, although Manamune arguably helps more while pushing turrets. Still, Sheen/Lich Bane won't be viable because every autoattack is a Q you could have thrown, and with Ryze's poor AP to begin with you don't want to waste that time when you could be pewpewing.
Sure it's only 40% of AP as bonus damage to towers, BUT AD is twice as expensive as expensive as AP. So if AP would give 50% it would be equal to AD in tower destroying power.
That and the fact that even though small, he does have ratios and will deal more overall damage with an AA staff than a Manamune.
