For example: I usually offtank with Janna and do a 0-21-9 mastery set since I have 40% CDR by the time I have 4 items.

FAR better off with x/x/21 (9/0/21 imo), because the support items should give enough defense.

Also, Reginald tried this once. He wasn't doing so well, so he was like, "Screw it. I'm just gonna go ionian boots and brutalizer, then volley spam." I didn't watch the whole game to see how it worked out, but it seems like situationally a good idea to me.

Bigfatjiji got CDR boots in an Ashe game once, just for the CDR on his arrow - however, this was around 35 minutes in the game and his team was dominating anyway so it was probably just to secure the win. Zerker Greaves or Merc Treads are 99% of the time superior anyway.

Other than that, most other arguments in the thread are correct. MS quints and Merc Treads on Ashe make you plenty fast early on while you can just use PD later.

The main reason i ask is because Dan Dinh gets Ionian/Brutalizer every time.

dan dinh has his unique methods of playing champions, i'm sure he is known for playing champions in a weird fashion

it sounds like a duo queue thing to maximize his arrows / volley spam to farm his lane / push and to use the arrows across the map to help lanes

dunno

I was assuming it was quintessences you were talking about.. They're named the same thing after all.
But no @ that too. Most good Ashes use Greavers or Merc.

I think he does it specifically for the arrow /shrug.

He fires tons of the things all the time, and will use it to get a kill in mid just by running up, arrowing, and using summoners to kill the dude.

It's pretty silly though.
