i absolutely completely disagree with you on this one Adonikam, Rally is fine as it is its meant to be an offensive spell so its in the offensive tree. pretty simple stuff mate. BUT i absolutely completely like your idea for the rally on the back of a champ thing. lol on the back ha.ha.! CYA my broski

Good idea it will lead to more supportive tank and supports and give some viability to this spell (even more if they nerf cv , still dont know how they will do this) .
For the improved spell mastery there is need to have X mastery like that in each tree i guess

I see no reason to mess with it. I think its a damn good spell. I used it with taric one day, and pushing lanes has never been easier. The long CD is lame, but if you need to push a turret and fast, Rally is best. as for the improved rally... Well I can think of 2 champs that would love it. Akali and Jax. Hell Taric can use it a lil. I find Rally very nice as is. I miss the healing, but Rally needs to be left as is. Or else it will become the everyone must have kinda thing and yeah...

As stupid as it may sound, I still think Rally and Promote should be combined. How so you ask?

By going along the same lines as what Adonikam said, but instead of you or another champion carrying the flag, make it only castable on minions/creeps. If you cast it on a friendly minion, it ups the armor/damage/etc of the minion for a set amount of time, while also giving all allies in range the current benefits of Rally. However if it is cast on an enemy minion/creep, it has no bonus effect for the creep but still gives a boost to all your allies in range.

Another twist would be to make it give the same stats to the enemy minion/creep, but I don't think anyone would really be in favor of that considering it would work against you.

Having one teammate stock clarity for a mana-using team can be very good for late-game sustaining.

Best example I can think of was LeagueTopTen's all Support team.
All very mana-hungry, so they picked up a Clarity for late-game fights where they tend to fun out of steam a lot.

Being a team's Mana Battery can be very strategic.

i tried rally in a bot game :p this spell is just a ****ing HUGE buff , i think the propositions are good but if you move improved rally you swap it for what ? :/ or make ap buff baseline and change it to something else like increasing duration dunno
