Berserker's Greaves on a Jarvan make me want to punch a small animal.

Heres my take on the masteries:

Offense :
-Remove Improved Ignite and all points in Alacrity
Improved Ignite wont do any significant damage, and alacrity is hardly noticable.

Defense :
-2 Points in Armor and full Dodge Chance
-Point in Nimbleness
Dodge drasticaly improves survivability, and combined with Nimble, creates some fantastic charges and escapes.

Utility :
1-3points in good hands and only one in Perseverance.
2-Remove Expanded Mind
3-Remove Greed
4-Full points in Mana Regen/5
1)Perseverance increases your REGEN by a small %. Completely useless on a DPS. Good hands will bring you back to life quicker andhasten your return to XP, reducing the loss.
2)Expanded mind increases total mana by 5%. Level 18 Jarvan has 750 mana, 750+5%=787.5 mana end game. Total waste of mastery point.
3)Greed gives 1g/10 sec. Quick maths: 6g/min, 180/30min, 360g/hour. Learn to last hit is my best advice here.
4)Mana Regen/5 will improve your effective mana way more than expanded mind and perseverance could ever hope achieve.

Oh, and please work on the grammar and ponctuation, this guide is barely comprehensible. If you want people to take your guide seriously, you have to do it yourself in the first place.

This is a great build so far, I tried it in mid and in lanes (lane b/c of the kids who can't handle not getting what they want) and it's been mostly effective. Just asking but could you try not to us all those txt. abbreviations too much it confuses me :P. And you can paste images of items and runes and champions by (in sq. brackets * [ ]) by doing icon=NAME OF ITEM HERE size=SIZE HERE (IN NUMBERS) Ex. Rune : Greater Quintessence of Desolation : Greater Quintessence of Desolation
