Jarvan is not really all that OP tbh. He IS a very good offtank with a lot of CC, but that does not make him OP. You can generally see what he is going to do from a mile away and he is relatively easily kited. Philo does make him lane forever and HoG really benefits his early mid game, but if it weren't for those items he would be more manageable.
Also if not stacking gp/5 items is bad, why does hotshotgg do it on literally every champion he plays?
Oh and you CAN use gp/5 items on pretty much any champion in the game whether they are an offtank or not. eg, even ASHE can lane forever with a couple of philo's and can probably get an early BF Sword a couple of min early. I don't know, I don't profess to know a lot about it. Just giving my opinions.
Honestly I would probably get Philo on pretty much anyone even without the gp/5, it's an amazing laning item and getting 2 of them solves a lot of people's mana problems and lets you stay in lane a long time.

I was really hoping the link was something I hadn't read already. That blog doesn't really help much since they couldn't find the original reference to morello's post about the nerf or how it will take effect.
