3 Turrets made him broken.
Couldn't kill him without a coordinated 5-man gank.
It was like laning against today's Vladimir, but you couldn't push at all, or you'd get shot at... repeatedly.
While he could safely demolish your turret with his 900+ range Grenade skill-shot and have your turret down within the first 15 minutes even in high ELO.
Plus when done right, heimerdinger could farm multiple lanes while sitting at base.
Very very broken.
