I just got into a ranked game, and neither captain could ban, 4/5 of each team couldn't lock in, and 2/5 couldn't pick at all.

When the bans/picks are finally over, I get thrown into another lobby, and it starts the same deal over again.

Also, the queue @ 1200 is like 5 minutes long to get into a lobby.

is this a daily occurrence? I've played the game for 4 days so far and it's happened both of the days that I played a lot.

Just as of recent. It's going down right now due to patching and it will be down all day tomorrow. Get used to it occasionally.

It's disabled now.

It's very rare, MAYBE a few hours out of a month.

But it's probably Dreamhack related.
