It matters because it doesn't completely eliminate the problem of capacity issues. If people choose to just go to one over the other like a "Channel 1" effect, they'd still probably have capacity issues and the servers will down.

It matters not that the options there, but that people take the option in a balance to not cause crashes to one server or the other. If a majority goes to one over the other, it renders the capacity solution useless.

Is this not the point of queues, busy status and waiting times? If one server begins to get full, put on queue times or set it to busy to force players to use the other server. In the scenario I'm suggesting, there would be no difference between the two servers anyway, you would be able to log onto both with the same account from the launch screen...If you saw one server with 30 minute queue times and one with an instant login, you'd be inclined to pick the less busy server.

Unfortunately it seems Riot prefer this option for whatever reason. I guess they know more about what they're doing than I do, but I really don't see why my way wouldn't work.

PS. There's also the fact that a number of players, primarily from the nordic countries (who are assigned to East by default) are trying to start a mass movement onto the Western server right now. We might well end up with the scenario you speak of anyway, with one server overcrowded and with no option to switch to the other server at will.
