As other people have said, your runes and masteries need some work. Replace Clarity with Flash and substitute one of your Phantom Dancers with a Frozen Mallet or a Banshee's Veil -- something with survivability. The rest of your build looks fine, keep adding more to your guide though, it's rather short.

Lane Nocturne is good, it's just that jungle Nocturne is way better. That's how it goes with many junglers, like Nunu. I played a lot of lane Nocturne when he came out with a lot of success.

You don't rely on mana that much, you don't need AP at all.

You don't know that Good hands > Persevereance if you do a little calculation. (Lifesteal/spellvamp not considered Regen).

This is also short.

No bulk AT ALL. You'll be wet paper in team fights. You said this is a build for ripping people a "new *********", have fun getting close to them if you get absolutely destroyed within half a second.

Bad masteries (No Good Hands, +5% mana?...)

No real explanation for items. You said you die fast so you get a Vampiric Sceptre...
Really? Not bulk?
