If it does pass, the government (unless they're absolutely ******ed) will realize that they have to rewrite the bill, since if they don't, Youtube will practically die, and thousands of people will go to jail etc.
As for the part involving games, I have already explained why that won't affect any LoL players even if the bill does pass. The youtube video in the OP, while he knows what he's talking about, he got one major part wrong: Companies can still change their ToS to allow videos etc and Riot will SURELY do this, as will most other companies.

They can already pull stuff off youtube by filing copyright claims. They don't because of how much money it's making for them.
This bill/law would cripple so much income, most companies are probably going to do this so you can continue to "video-tise" the game and not get in trouble.

You say that game developers will change something in their ToS to make an exception. Please back this up with evidence.
The only evidence I have is from Notch's blog. He also said something about it on twitter I believe, but I'm not a twitter person (just made an account today and I don't like it).
