The wording on it is god-awful.
I could only do 20 videos a year, and it would still be within the law because I'm only allowed 10 per every 180 days. Also, as long as I'm not making more than 2500$ off it, I'm still fine. If the games are old enough, the copyright is gone because of the duration of them and, I'm fine.
There's far, far too many holes in the bill and it either needs to be re-worded or dropped.

But what about the people that make entire salaries (30k$+) purely from streaming? They'll be put out of jobs, etc.

Guys... LoL, Minecraft, and hundreds of other games are adding a section to their ToS that makes this bill not even affect them.
It shouldn't affect you unless you play one of the few games where the developer doesn't want you to make videos about it.
