Nah. Jax is better off with AD or AP quints for better early harass and extra HP from the passive.

Directed at the OP: You really do want Strength of Spirit. If you're investing more points into defense (say a 0/21/9 mastery tree), then dodge seals can be worth it if you want that speed boost. Generally, movement speed quints, ghost, and your ultimate are more than enough in any case.
