Early items look like a total mess.
Philosopher stone isn't a great pick on Heimerdinger. Catalyst or Tear, infinitely better.
Build seems extremely farm intense, which is ironic to the fact you're not using turrets.
If you don't plan to rank up to get 2 turrets, first point in Q is pointless. Placing it as a ward means sooner or later, it ends up being free gold to your enemies without getting you any.
Runes are also inconsistent.
You choose force gylphs, yet pick potency quints...
Do you even play Heimer? Did you try the build? The philo stone resolves a lot of Heimer's mana regen problems while also giving gold per 5, which is invaluable as we saw at Dreamhack.
The items are written so that you're always progressing up to bigger and better things, i.e. buying the NLR for some damage before working on the bveil. The build may be expensive, but there is no reason it needs to be finished for it to work. I almost never finish the build, nor do I need to.
12g to an enemy for a free ward that often lasts for at least five minutes or longer is well worth it. Enemy ganks often happen before you have gone back the first time, when you normally might not yet have a ward up. Preventing them from gaining 300g from killing you is well worth the 12g the turret is worth.

i really like this build, tested it a few times, great results, although a bit more depth with why these items are chosen would be great, and what do you think of something like RoA or Rylais to make you just that bit less squishy?
I think I covered a lot of it in the guide, but I'll recap my item choices here for ya if that helps.
The philo stones serve a couple purposes. One, they allow you to spam rockets more liberally than you otherwise would be able to, during the laning phase. You can play more aggressively all around with 2 philo stones in your pocket. The second purpose is passive gold gain. As we've seen in Dreamhack this weekend, gold per 5 items are crazy good and there is very little downside to getting them, especially when the health and mana regen benefit Heimer so much.
Then, the needlessly large rod. This beefs up Heimer's mid game a bit, gives your rockets and turret a bit more sting without breaking the bank. What I really like about going from the NLR into bveil, though, is that it gives you time to gauge whether you can afford to go for Rabadon's or if you need the extra survivability provided by the Hourglass. By the time you finish BVeil, you should definitely have a feel for how much the enemy team is focusing you, etc. But you'll want both Rabadon's and the Hourglass, eventually.
Only recently have I started encountering games long enough to where I need to think hard about what to do once I've gotten boots, bveil, rabadon's, and hourglass. Most games just don't last that long. If you finish those items, I'd suggest possibly getting a deathfire grasp and a voidstaff, whichever first you prefer. DFG will replace the blue buff in a way by giving you good mana regen (conveniently replacing a philo stone for that, too), as well as give you some more damage at end game, which Heimer really needs.
In response to your question, I've tried both RoA and Rylai's on Heimer before. My tentative conclusion is that they don't offer enough for the cost. You can get Heimer to 3k health if you want to, but he'll still be a wimp. If ghost, flash, hourglass, bveil, grenade, and maybe an ulted turret aren't enough to keep you alive...some more hp isn't likely to either. All of his abilities are aoe, so the slow from Rylai's is minimal. Likewise mana regen, in my opinion, is much more effective than just extra mana, so RoA also just slows you down too much if you buy it early enough for the stacks to go up.
I do go for Rylai's once in a blue moon if the enemy team both A) Is still taking damage from my rockets (not stacking MRes), and B) I've already finished the big four (BVeil, Hourglass, Rabadon's, Boots). An example of when Rylai's might be good is if the enemy team is mainly squishies who bought all damage items.
