In a team fight, you could build AD and do MINIMAL damage to a few champions, chasing after them and getting CC'd because of your lack of a distance closer and any hard CC (unlike actual GOOD AD carries like Irelia, Nocturne, et cetera).

You could build tanky AP, stick by your AD carry, give them permanent MS and AS steroids, never die, and CC the hell out of ANYONE that tries to hurt her. Second option seems a lot more effective.
In a team fight, you would still stay near your carry giving them the massive AS and MS buff while attacking anyone that gets near with iceball and slowing them anyways.
It's just that you would do much more damage, even if you stuck to your carry, like AP nunu.
And with a Frozen Mallet you would be even more annoying.

And for the problem with CDR and Mana, a Manamune instead of a Wriggle's + Shurelya's should be enough for CDR damage and some tankyness.
