Each bracket of ELO has it's own tier list.
It's hard to tell where each champion is at each ELO, because most people don't care and just want to get to the top without understanding their own ELO or skill-level.
Examples:
Tanky Mage Mordekaiser is top tier in lower ELO. But he becomes worse as ELO rises and becomes seemingly less OP as it reaches high ELO.
Evelynn (pre-nerf) is a beast in low-ELO. But virtually useless in high-ELO unless someone really screws up. This is because a stealth + stun pubstomps hard.

So what u call a high ELO champion?
Udyr is nice soloing top (but I prefer him jungling, he's far better ganker), Yorick is awesome too. I like to solo it as Mordekaiser (got a fking regen anytime during the match) and spam skills and double kill when lvl 6.
WW isnt so good now. As it was said, he was better before the nerf. I think he can only stay soloing top if he gets blue buff, his skills destroy his mana. Only if his enemies are melee and has no stun, so he can hit minions to recover HP.

This... If your looking for a champion to win games you can use Yi and BD lolol!

Watch a High ELO streamer, they can stay top for ages without blue.

I would call Udyr, Yorick, Rumble and WW the strongest solo top champs atm.
Mordekaiser can beat a WW in lane, primarily because Morde can just push to WW's Tower, and deny him CS.
