This is how i start off:

I like this path:
Jungle path:
1. wraiths (smite big wraith)
2. wolves
3. small golems (smite one)

recall and buy Cloth armor

4. wraiths again, save smite
5. wolves
6. blue golem (smite blue)

Then check if top or mid lane is open for a gank. If not,

7. small golems again
8. red lizard (smite red)
9. wraiths
10. wolves
My starting item is scepter.

My question is abotu lee's passive. Just say i tempest, should i wait for the duration of the passive to cripple? If so, when i get all 3 abilitys should i wait the duration of the passive before activating the second part to the ability?

This jungle route is not being used to its full potential. For lee sin, you are playing a champion who is exceptional at jungling you should do a golem to golem route, depending on your level and runes definately do a golems to golem route. Even without runes Im pretty sure this is the best option. Fight the two golems smiting one then finishing the rest. Pick up tempest now that you leveled up and kill the wraiths focusing the big one. Move onto wolves and then fight blue, now your smite should be back up. From there you can go to redbuff or base if you need to, usually you dont.

Considering making a lee sin guide but I'm not sure yet.

As for the passive you want to utelize it as much as you can so try to not spam your skills and space them out so you get 2 consecutive hits on an opponent. This helps you jungle more effectively.

Most high elo lee-sins just gank @ level 2 with Q+W.

I've seen people jungle lee-sin to 4 and then come out of the jungle and just destroy the lane though.

Whatever ganks are available really.
Tri lane for life.

Normally as soon as you have your red buff up, so you can on-hit slow.
Double-buff helps too. ^^

I have ganked at lvl 2 as well although I prefer waiting until lvl 4 just so I am not as easily hurt, and with that red buff you can really destroy a lane :D

Lee Sin is also an excellent counter jungler. The slow and the reveal/dash is great for steals.
