Maybe get them if you intend to start with a ruby crystal which I don't recommend because you can't get pots which are still way better and doran's shield is better because of armor.
They aren't bad quints tho. Just, early you need more health and they don't give enough regen to surpass something like a regrowth pendant to philo stone, which does allow you to get potions.

The extra regen would just be pointless, you still die to spike damage but with philo stone and potions you were already impossible to push out of lane if you sat at your tower or in the bush for a few seconds.
Doran's Shield however, making that equivalent to a philo stone with those quints. Hmmm.

They give 0.43 something. Compare that to the 2.7 of the quintessences. Really not worth it.

Much better than flat health quints, they heal the amount of health from health quints in 48 seconds. So... if you plan on laning for a bit... get some.
