sion's obviously designed to be AD, but his AP ratios are too good to ignore. Although I have to say that neither of the two are really all that great. If you break Sion's shield before he pops it, he's lost 60% of his burst and he's suddenly useless

if he was designed to be AP then why his ult? or his E? To put it simply, his kit just doesn't make sense. If you play him like a mage he has two useless abilities. If you play him like a bruiser, he still has two somewhat useless abilities, although a target stun is always useful.
Also recommended items tend to change depending on what gets super popular. I can't say anything about sion's recommended items since I've only played him once, but there could've been a time when he had AD recommended items

Maybe I'm wrong but I think Riot staff have stated multiple times that Sion was intended to be more or less tanky dps, and that AP Sion was an unintended development after he was released.
As for the recommended items I think Riot updated the recommended items for all champions around the time I began playing, so they probably added those then (since AP had become popular on him).

AD sion just has to have uninterrupted whacking time in order to use his ult healing, but he pretty much always gets cc'd/exhausts/ignited so he doesn't really do much. Still viable in lower play.
Sion can be anything, really.
